Board of Trustees: Roles and Responsibilities

FUE’s board of trustees (BOT) is responsible for advancing the mission of the university, promoting and protecting its independence, academic freedom, and integrity as well as enhancing and preserving its assets for future generations. In short, the BOT is the steward of FUE and is responsible for assuring all stakeholders that the education offered by FUE is of the highest quality. Ensuring academic quality is fundamental to demonstrating institutional success, and the board is accountable for that assurance . The board’s responsibilities are guided by the following principles :

- The board is responsible for the strategic direction of the university and insists on comprehensive, integrated institutional planning. The Board has ultimate responsibility and full authority to determine the mission of the university.

- The board is responsible for ensuring that policies and practices are in place and implemented to promote educational quality. Together with the chair advisors, the president, and the deans, the board ensures that practices for defining and assessing quality are current and used for continuous improvement. The board receives annual reports from the president on these policies , their results, and any changes needed.

-The board is responsible for approving and assuring that financial resources are committed to a high-quality educational experience. The board ensures that the university’s programs and resources are focused on the educational experience as a whole , not just traditional classroom activity.

-The board is responsible for the annual assessment of the president’s performance. Assessment of the performance will be measured against progress toward institutional goals and objectives.

Membership of the board of trustees requires good judgment in avoiding micro-management while remaining sufficiently informed to assess professional performance and institutional effectiveness. It calls for listening and questioning more than pronouncing or demanding. It requires a commitment to the institution as a whole rather than to any of its parts.

Board of Trustees Chair Advisors: Roles and Responsibilities

Reporting directly to the chairman of the board of trustees are the Advisor for Quality Assurance and Academic Affairs and the Advisor for Graduate Education, Research and International Affairs. Together, the two advisors are responsible for ensuring academic integrity and quality. Through their combined efforts together with the efforts of the faculties, FUE seeks to improve undergraduate education, develop graduate degree programs, and enhance FUE’s research productivity. Critical to the achievement of those goals is the fostering and facilitation of international collaborations and partnerships. The Office of International Affairs serves as an important vehicle through which international activities are coordinated, implemented, and fostered.

As the advisors to the chair, they provide counsel on academic and personnel matters including new programs, faculty and administrative appointments, international protocols and initiatives, quality control measures, performance evaluations of university officers and deans as well as on general issues affecting the well-being and integrity of the university.

President: Roles and Responsibilities

The president of the university is appointed by the board of trustees after approval by the Minister of Higher Education and shall hold office at the pleasure of the board of trustees . The president is the executive head of the university and responsible for guarding its interests and the supervision of all its activities. The president represents the university before courts and in its other external relationships. The president submits, preferably at a regular autumn meeting of the Board, a biennial report, every even-numbered year .

The president is a member of each faculty , may call special meetings of any faculty, preside at any university, faculty, or department meeting, and appoint any committees as may seem appropriate .

The president has the authority to take whatever action is necessary to maintain discipline at the university and to suspend any employee of the university.

The president shall recommend to the board of trustees the appointments of the vice presidents, the secretary general, the deans, the vice deans, the university librarian, and members of the councils of the faculties and research centers. The president will conduct annual performance reviews of all personnel reporting to him or her.

Deans: Roles and Responsibilities

The administrative head and academic leader of each faculty shall be a dean. Each dean shall be appointed by the board of trustees, upon recommendation of the president for a term not less than three but not more than five years. The dean is the guardian of all interests of his or her respective faculty. Deans recommend faculty appointments and dismissals to the president. Candidates for deanships are nominated to the president by a committee representing professors, teaching assistants, and students.

Each dean calls and presides over meetings of his or her faculty. The dean, after consulting with an elected committee of his or her faculty, appoints the members of standing committees of his or her faculty as may be established . Ad hoc committees may be appointed by the dean as required. The dean represents his or her faculty and, in cooperation with the vice president for student affairs, has joint responsibility for the welfare of students, professors, and teaching assistants. The dean also ensures that policies governing the conduct and discipline of students are enforced.

Deans play a leadership role in ensuring the high quality and standards of educational programs through the development and implementation of protocols for the assessment of student learning outcomes, annual performance reviews of all full-time professors and teaching assistants, and teaching evaluations of all courses. The deans also lead the promotion of academic freedom and academic integrity. The deans also ensure that equal opportunity flourishes in their faculties and that discrimination or harassment of individuals is not practiced or tolerated.

Each dean submits an annual report to the president summarizing the preceding academic year and setting goals for the next one.
